Heading is recruiting for its client, a Local Content Lead (M/F) to be based in Maputo .
Key Responsibilities
- Ensure Local Content requirements are integrated into contracting strategies and project execution plans.
- Oversee and review Local Content Plans from EPCs and major contractors to ensure full compliance.
- Lead all internal and external Local Content reporting — including presentations to Government and stakeholders.
- Develop and secure approval of the company’s Local Content Plan.
- Engage directly with internal departments, government bodies, NGOs, communities, and contractors.
- Track and promote progress across the three pillars: supplier development, workforce development, and strategic community investment.
- Represent the company at key forums, including conferences, panels, and stakeholder sessions.
Ideal Candidate Profile
- Tertiary education + Master’s degree in Law, Business, Commerce, or related field.
- Minimum 10 years’ experience in Local Content management within large-scale industrial projects.
- Deep understanding of Mozambique’s extractive industry laws and local content regulations.
- Strong experience in supplier and workforce development, with a focus on Mozambican businesses.
- Excellent leadership, negotiation, reporting, and communication skills.
- Fluent in English and Portuguese (written and spoken).
- Able to travel frequently and manage diverse stakeholder expectations.
