Heading is recruiting for its client, an Commercial Advisor (M/F) to be based in Maputo .
Key Responsibilities:
Contractual & Commercial Negotiation:
- Support and participate in negotiations between the Project Operator and the Government of Mozambique.
- Provide insight and input on key commercial agreements such as:
- Exploration & Production Concession Contract (EPCC)
- Marine Concessions
- Financial Stability Agreements
- Petroleum Law and Regulations
- Facility Concession Contract (FCC)
- Assist in defining commercial positions and drafting internal strategy documents.
Stakeholder & Government Relations
- Build and maintain strategic working relationships with key Government entities, including:
- Ministry of Mineral Resources and Energy (MIREME)
- National Petroleum Institute (INP)
- Empresa Nacional de Hidrocarbonetos (ENH)
- Ministry of Economy and Finance (MEF)
- Ministry of Labor, Employment and Social Security (MITESS)
- Customs, Immigration, and Transport Authorities
- Support dialogue and compliance with government frameworks and protocols.
Coordination with Partners and Concessionaires
- Represent the Project in interactions with concessionaires and partners in Mozambique and internationally.
- Work cross-functionally with legal, technical, and business teams to align on ongoing commercial matters.
Governance & Reporting
- Ensure the Project’s Special Purpose Entities (SPEs) meet their legal and corporate reporting obligations.
- Coordinate the preparation and timely submission of quarterly and annual activity reports to INP and other relevant stakeholders.
- Keep internal stakeholders informed of corporate status and compliance milestones.
HSE (Health, Safety & Environment) Responsibilities:
- Complete mandatory HSE trainings
- Contribute to a safety-first culture
Candidate Profile:
Academic Qualifications:
- Bachelor’s degree in engineering, Geology, Geophysics, Law (non-practicing), or Business.
- MBA or relevant master’s degree preferred.
Professional Experience:
- Minimum of 10 years’ experience in business roles within:
- Oil & Gas, Mining, Power, Energy or Heavy Industry
- Demonstrated experience in:
- Government relations
- Negotiation of commercial contracts
- Regulatory affairs and concession frameworks
- Business operations or leadership
- Strong advantage if you’ve worked in African markets, especially in Mozambique.
Languages:
- Fluent in Portuguese and English (written and spoken).
