5599 - Public and Government Affairs Coordinator (M/F) - Maputo


Heading is recruiting for its client, a Public and Government Affairs Coordinator (M/F) to be based in Maputo . 


Key Responsibilities and Skills

- The Work Permit and Visa Coordinator will be responsible for ensuring the company's compliance with Mozambican Labor and Immigration Laws regarding the mobilization of foreign employees.

- This role includes liaising with government authorities (Ministry of Labor, Immigration Department, INP) and managing service providers and contractors involved in mobilization processes.

- The coordinator must ensure efficient use of government and internal systems for data management, tracking, and record-keeping, guaranteeing transparency and compliance.


Main Responsibilities:

- Legal and Regulatory Compliance

- Ensure all expatriate mobilization processes comply with Mozambican labour and immigration laws.

- Monitor and enforce compliance with entry, residence, and exit regulations for expatriates and their dependents.

- Stay updated on changes in labour and immigration laws and assess their impact on the business.

- Prepare, submit, and monitor long- and short-term work permits and business and work visa applications.

- Coordinate and track consular visa applications, renewals, and extensions within the country.

- Oversee cancellation processes for work permits and visas when necessary.

- Act as the primary liaison with government authorities, project partners and contractors to align mobilization processes.

- Work closely with teams to ensure smooth international expatriate assignments.

- Coordinate and validate costs, timelines, and requirements with service providers and internal teams.

- Validate travel requests in One Logistics, ensuring all necessary visa documentation is in place before final travel approval.

- Track expatriate arrivals and coordinate Meet and Greet services for visa-on-arrival assistance at the airport.

- Maintain an accurate and organized database of all mobilization records.

- Ensure all required expatriate documents, including passports, criminal background checks, contracts, academic certificates, work permits, and visas, are properly recorded and validated.

- Update CMS with labour and immigration regulation changes.

- Train other users on CMS best practices and participate in data cleansing and management efforts.

- Monitor service provider performance, ensuring quality and compliance.

- Review and validate invoices and receipt of goods/services related to expatriate mobilization.

- Prepare detailed reports on team activities.


Qualifications and Experience:

- Bachelor’s degree in administration, Law, Human Resources Management, or related fields.

- Previous experience in global mobility and expatriate management.

- Strong knowledge of Mozambican Labor and Immigration Laws.

- Familiarity with the Rovuma Basin Decree-Law is an advantage.

- Experience in document preparation, service provider coordination, and reporting.

- Bilingual proficiency in Portuguese and English.

- Strong communication, negotiation, and problem-solving skills.Highly service-oriented, proactive, and detail-focused.

- Ability to manage multiple tasks under pressure and coordinate teams effectively.

- Confidence in leading mobilization processes and intervening when necessary
